The top and 2nd floors of the Cell Block are empty.
On the ground floor is a door and a man walking around his cell.

The man drew his attention, so Russel went to investigate him first.[PER] "How's it goin'?" He asks, trying to sound friendly.

"O-Kay..." Pulling his pack forward, he retrieves one of the food items from the maintenance closet out. "I got some food right here. What'll you give me for it?"

Another empty-handed prisoner. He didn't know why he kept trying to get things out of them. He sighed, put his food away, then walked over to the door. Thinking back to what the member of the Legion had told him he typed in 655321, he didn't particularly trust the man, but figured it was worth a shot.

Knowing that he probably could not carry all that gear, Russel told Ezra to carry the weapons and ammo for him. He takes another look around the armory, hoping to find a pair of handcuffs or some other way to restrain the recruit.

Ezra can easily carry it all in his pack or on his person.
Russell does find some handcuffs, but no keys.

Undeterred, Russel makes his way back to WARDEN. Before freeing the prisoners, Russel instead asks another question. "We're going to be transferring a few of the inmates to another prison out of state. One is not dangerous but the other might be a runner. Do some of the guards have any handcuffs or straitjackets they can give me?"

"Warden Wade: you may find a master key to all handcuffs and cells in your cabinet. I shall unlock it."
There is a click, and the cabinet to your left is unlocked.

"Oh. Uh...Thank you WARDEN." He'd missed the cabinet on his first trip through, so it startled him a bit when it clicked open. He opened it up and looked to see what it contained.
