A low, long whistle, or, at least, an attempt, forces itself out of Russel's cracked, peeling lips. Wasn't he just bitching about the lack of fine spirits in the wasteland? The pistol, too, was beautiful, albeit in a different way, and the ammo was beautiful icing on the cake. Collecting it all up, Russel turns back to WARDEN and asks one last question: "Will this master key lock and unlock the front door as well?"

"The Master Key is a Master Key warden Wade. It will unlock everything in this facility."

"Right, just making sure. Oh, and WARDEN, there might have another change in management. If somebody presents the master key to you, consider me retired and them my replacement." Wade goes into one cell block to collect the handcuffs, then the other to release the prisoners. On the way, he turns to Ezra and says, "Seeing as Crossway isn't safe anymore, do you know of any other towns nearby? Preferably somewhere a little more secure."
After freeing the emaciated prisoner, the ghoul informed him of Crossway's predicament. Lastly, he goes to the Legion inmate. Instead of opening the door, he holds up the handcuffs. "If I'm going to let you out, you have to let me cuff you."

"...Fine." Russel unlocks the door and swings it wide open for the prisoner. He then turns to Ezra and asks, "You lookin' for another job? There's fifty more caps in it for you if you take me to Last Resort. Maybe if I don't like the look of the place, then you'll be employed once more." With this, Russel walked out of the prison, keeping a wary eye on the legionnaire, and locked the door behind him.
