So do our PCs have to be a member of one of the listed factions? Or can they be independent, or better yet Ex-Enclave?

I hope you can be independant since I don't really like any of the factions. In New Vegas I went for the whole Yes-man thing.

Same here. Haha of course in every Fallout game my character has been a complete sociopath, but that's part of the fun.

Yes you can be independent/ Enclave!
And I'm not done with the factions/anything yet.
And as for Sammy's question: based on your background, I'll make a suggestion about your starting weapons and armor, but you're free to ask for specific things. Just don't expect a Minigun or Power Armor from the get go.

I have played it before, it is a bit tricky but I think I can pull it off. Not so sure about your rules though. Is it a really bad idea? Cause I am thinking of pulling Agi into the bottom instead.

Well, if I'm finishing up the SPECIAL Thread, and have added a "What Your Score Means" in the RP terms.
A 1 in C would make you Autistic or something of the like.
Should have mentioned it, but it slipped my mind, so disclaimer:
WHILE SIMILAR TO THE VIDEO GAMES, ASPECTS HAVE BEEN MODIFIED SO AS TO ADD REALISM.
DUMP STATS ARE NOT RECOMENDED, UNLESS YOUR CHARACTER IS TRULY ABYSSMAL IN THAT ATTRIBUTE.
EVERYTHING WILL BE REFLECTED IN THE GAME.
